The DGR Security Agency Scheme helps retiring and retired officers transition to civilian life by sponsoring Ex-Servicemen (ESM) private security agencies and State ESM Corporations to provide security guards to Central Public Sector Enterprises (CPSEs), PSUs, government offices and corporate houses.
The objective is to provide a dignified stopgap or sustainable source of income for Ex-Servicemen Officers (ESM-O) until they find full-time employment.
Empanelment is open to:
- Individual retired Class-1 / ESM Officers (typically under 60 years of age)
- State-owned ESM Corporations
- Eligible widows
Agencies must hold:
- A valid state-wise PSARA (Private Security Agencies Regulation Act) license
- A vendor code on the GeM Portal (Government e-Marketplace)
- Individual agencies maintain a mandated ESM-to-non-ESM staffing ratio (such as 90:10).
- All biddings and guard payments must adhere to the minimum wage notifications issued by the Office of the Chief Labour Commissioner and DGR guidelines.
Individual agencies are typically sponsored for a fixed tenure — such as up to 2 years, or a maximum guard quota like 120 guards.
